Olivet Center, formerly Dover Knolls, is a transportation-oriented, mixed-use development of 1,372-residential units and 200,000 square feet of commercial space located on approximately 1,000 acres of the former NYS Office of Mental Health’s Harlem Valley Psychiatric Center in Southern Dutchess County.
Redevelopment of this site results in a live, walk, work community with considerable opportunity for active life style families. Recreational amenities include an extensive trail system linking to the Appalachian Trail, a nine-hole golf course, a clubhouse with a pool for residents, and boating and fishing access to the Swamp River.
Chazen is guiding the project through the permitting phase by coordinating all consultant activity, acting as the Owner’s representative before permitting agencies, and facilitating weekly meetings with the Owners to ensure that the Owner’s goals are understood and communicated to all supporting consultants.
Town of Dover received approval three months ahead of schedule. Chazen’s work continues with submission of applications to the NYSDEC for water supply, wastewater disposal, wetland disturbance, stormwater management, stream disturbance and endangered and threatened resource protection the NYSDOH for water treatment and distribution of drinking water the Dutchess County DOH for subdivision approval, and the USACOE for wetland impact permitting.
