Danskammer Energy Facility GW Monitoring – RCRA Closure

Chazen assisted with the final closure of the former sludge drying beds in the on-site RCRA-Solid Waste Management Unit at the Danskammer Energy Facility. Chazen evaluated the existing wells, determining which were serviceable or could be brought back to service. In accordance with NYSDEC’s RCRA closure guidance policy, Chazen prepared and submitted a project work plan, sampling analysis plan and a quality assurance plan. Two rounds of groundwater sampling from several wells with analysis for the full list of RCRA waste profile parameters were completed. Prior to sampling, water level measurements were collected to confirm the direction of groundwater flow. Chazen prepared a brief letter report for submission to the NYSDEC including methods used to conduct the investigation, observations, field sampling logs, laboratory results summary, historical data trends, maps and figures.

Rush Landfill

Chazen provides long-term monitoring and inspection of a closed municipal landfill in western New York. Monitoring includes monthly sampling of leachate collection system for compliance with the local municipal sewer discharge permit, semi-annual sampling of groundwater, surface water and sediments in the protected wetlands abutting the site, quarterly inspection and annual certification of installed engineering controls, and system analysis, maintenance, and optimization on an as needed basis. The systems have significant bio-fouling issues that need frequent monitoring and maintenance to protect sensitive nearby receptors.

Chazen provided technical oversight for the installation and monitoring of the performance of an ERH soil treatment system at a New York State Superfund Clean-up Site. The site was a former chemical manufacturing and warehouse facility. The on-site soils and groundwater were significantly impacted with chlorinated solvents. The treatment system used over 100 subsurface six-phase heating elements that used direct current to raise the soil temperatures to over 150°C from grade to 80 feet below grade and a soil off-gas collection system to capture soil and vapor. Recovered vapor and air was treated with large liquid and air phase granulated activated carbon prior to discharge. Chazen personnel collected weekly system and monthly site wide monitoring data, assisted with the system performance evaluations, and prepared and submitted all required system monitoring reports to NYSDEC and the City.

Redevelopment of Former Warehouse/Office Complex

Chazen provided total environmental project management for the redevelopment of a former warehouse/office complex in the historic West Chelsea manufacturing district. The project included phase I and II environmental site assessments, geotechnical assessment, remedial investigation, remedial action planning and implementation, and certification of satisfaction in compliance with the New York City Mayor’s Office of Environmental Remediation Voluntary Clean-up Program. Chazen’s scope included attainment of environmental permits needed to perform the project, waste flow control during implementation, inspection of all necessary engineering controls for environmental compliance, community and worker air-safety monitoring and reporting to OER on all elements of the project.

Chazen is providing total environmental support for two brownfield clean-up program sites in Brooklyn, NY. To date, our services have included phase I and II environmental site assessments, a remedial investigation, interim remedial measures including an in-situ chemical oxidation program to mitigate aggregious groundwater impacts, enrollment documentation for the BCP, and submission of the remedial investigation report and remedial action work plan for the sites. Site remediation consists of a soil removal action and installation of composite cover system to be performed under Chazen’s direct technical oversight.
