Chazen provided survey, civil, structural and geotechnical engineering design and construction administration services for the Galesi Group at the Rotterdam Industrial Park. This project included constructing a new, expandable, 100,000 square foot, pre-manufactured metal building with 20 loading bays. Chazen provided recommendations for using on-site construction debris as fill material to reduce project cost and was able to optimize site and foundation work to minimize the area of disturbance associated with the construction activities.

Chazen negotiated terms for a state facility permit for an industrial facility using individually-vented work stations, paint booths, boilers, evaporators and cleaning vessels. Chazen provided monthly emission estimates and annual reporting, responded to periodic NYSDEC site visits, and updated the permit multiple times based on facility operational changes. Chazen also evaluated wastewater treatment programs and provided a wide range of safety training, waste minimization, indoor air quality assessments, and petroleum bulk storage management matters.

Chazen helped the lighting manufacturer prepare for ISO 14001 Environmental Management System (EMS) certification including conducting an EMS gap analysis and legislative review. Chazen helped resolve the status of former USTs, evaluated present petroleum volumes relative to PBS registration and SPCC filing requirements, resolved multi-sector general permit industrial stormwater obligations, and assisted with reducing air permit obligations from a State Facility permit to a simple Air Registration based on review of new Part 201 Exempt and Trivial emissions options. As part of this review, Chazen examined Conflict Mineral obligations associated with tin solder, and both Ozone Depletion Substance and Kyoto protocol obligations associated with HCFC uses.

Tech Meadows Industrial Park

City of Glens Falls and Town of Queensbury, NY

Chazen assisted the City of Glens Falls with the creation of a 46-acre ‘Shovel Ready’ industrial park located near I-87 in the Town of Queensbury. The City of Glens Falls in cooperation with the Town of Queensbury secured funds from the Build NOW NY program for planning, permitting, and infrastructure design. The project site is located adjacent to several Brownfield sites including a state-owned PCB disposal site/containment cell and the former municipal solid waste landfill.

Chazen worked with representatives from the City and Town local development corporations (LDCs) to develop a flexible master plan involving subdivision of the site into eight lots. Individual lots may be developed or combined to meet the needs of a prospective tenant. Chazen developed a model site plan, subdivision plan, and utility plans to secure local land use approvals and guided the City throughout the process.

A Generic Environmental Impact Statement (GEIS) was prepared to address State Environmental Quality Review Act (SEQRA) compliance. Chazen drafted amendments to the Town’s zoning ordinance introducing performance standards and allowing development of the site as a ‘use by right.’ The model site plan illustrated full buildout of the park with 400,000 square feet of manufacturing space and the GEIS evaluated the impacts of full buildout of the site.

The project involved multiple jurisdictions, complex environmental site conditions, and the subsequent annexation of the land by the City in an unprecedented cooperative agreement between the two municipalities involving revenue sharing and the sale of wastewater treatment plant capacity. The NYSDEC and NYSDOH ultimately gave the site a clean bill of health and the City has since installed infrastructure to the park and has attracted its first tenant. Chazen’s scope of work included Phase 1 and Phase 2 Environmental Site Assessments, a traffic impact study, site plan/design documents, utility evaluations, and design of utility (water, wastewater, stormwater) system improvements. Chazen secured all environmental permits and approvals, prepared the GEIS and assisted the City with construction administration services.

Hudson Wire Mill Remediation

Village of Ossining, NY

Chazen performed an environmental study of a former Wire Mill which was purchased for reuse as an indoor storage space. The focus of the study was to determine whether the former use presented a risk of degraded environmental conditions to users of the facility. A passive soil gas investigation was performed to determine the extent of the chlorinated volatile organic compounds beneath the facility. The results of the soil gas investigation were used to focus subsequent soil sampling and well installation.

The selected remedy included: 1) mitigation of badly stained interior surfaces through cleaning and sealing; 2) installation of SVE under the building to remove VOC from the vadose zone and to preclude vapors from migrating into the building; 3) installation of a dewatering trench system in the area of highest groundwater concentrations with discharge to POTW (and possible pre-treatment) to remove impacted groundwater and to depress the water table to facilitate the SVE system; and 4) deed restrictions.

Malta, NY

Since 2009 Chazen has performed continuous code compliance services on behalf of the Town of Malta for the development of the GLOBALFOUNDRIES Fab8 project. To date, this project has included the design and construction of a state-of-the-art semiconductor manufacturing plant which includes of 1.7M square feet of building space, a 221,000-square foot administration building, a 535,000-square foot Technology Development Center and over a dozen support structures. As full service code consultants, Chazen is responsible for code reviews of design documents, code interpretations, review of variances and alternate means and methods (AM&M’s) and recommendation of issuance of building permits to the Town. The team also performs code inspections to support issuance of Certificates of Occupancy.

Revere Smelting & Refining Corporation

Middletown, NY

Chazen provided structural and geotechnical engineering services, including design and construction documents as well as project management, for a $50M plant upgrade and expansion. The project includes a new pre-engineered metal building housing state-of-the-art refining processes, a containment area slab, 120-foot tall stack and tower, equipment bridges, catwalks, sampling platforms, storage tanks, a cooling tower and generator all supported by a deep foundation system and framed slab on grade. The framed slab on grade supports all plant operations including a 250-pound per square foot live load. Chazen also provided geotechnical services including a soils interpretive report and foundation recommendations. In addition, Chazen provided structural engineering services for the seismic retrofit of an existing building.
