Chazen provided Plan Review and Construction Inspection services to the City of Troy Department of Public Works and the office of the City Engineer for the proposed Biotechnology & Interdisciplinary Studies Building and the Boiler House on the Rensselaer Polytechnic Institute (RPI) campus. Chazen performed code review of the building systems, structural components and mechanical/electrical and plumbing systems in accordance with the Building Code of New York State and all applicable references. Compliance Inspection Services included inspection of all rebar prior to placement of concrete, observation of hydrostatic pressure tests of all plumbing systems, inspection of fire proofing and inspections to verify general code compliance. Inspection services included attendance at biweekly project meetings with the applicant’s contractor, the City of Troy building and engineering departments, the City Fire Department and RPI’s project managers. Chazen participated in monthly building inspections with RPI and the contractor to observe building components on an ongoing basis to verify code compliance prior to application of a certificate of occupancy.

Malta, NY

Chazen performed a building code plan review of a hazardous production material (HPM) storage facility on the NYSERDA Technology Campus. The facility provides bulk storage for a variety of hazardous materials. Chazen’s plan review scope included all building systems, including structural, mechanical, electrical, plumbing, and HPM’s. In addition to plan review, Chazen performed periodic construction observation, testing and commissioning of critical infrastructure and worked closely with NYSOGS field staff to ensure code compliance and support issuance of a Certificate of Occupancy.

GLOBALFOUNDRIES Fab8

Malta, NY

Since 2009 Chazen has performed continuous code compliance services on behalf of the Town of Malta for the development of the GLOBALFOUNDRIES Fab8 project. To date, this project has included the design and construction of a state-of-the-art semiconductor manufacturing plant which includes of 1.7M square feet of building space, a 221,000-square foot administration building, a 535,000-square foot Technology Development Center and over a dozen support structures. As full service code consultants, Chazen is responsible for code reviews of design documents, code interpretations, review of variances and alternate means and methods (AM&M’s) and recommendation of issuance of building permits to the Town. The team also performs code inspections to support issuance of Certificates of Occupancy.

Dockside Lofts Mixed-Use Development

Troy, NY

Chazen was retained to provide code consultation to the conceptual design of a mixed-use re-development in downtown Troy. Design options included renovation and demolition of historic buildings. Chazen worked directly with the architect, performing analysis of the applicable codes and providing options for compliance. Chazen also engaged the Authority Having Jurisdiction early in the process to ensure the proposed design options were acceptable and would ultimately receive approval.

Mohawk Harbor Development

Schenectady, NY

Chazen provided code consulting services on the Mohawk Harbor Development project. The project includes the Rivers Casino as well as 12 other structures and will encompass almost one million square feet of building area at full build out. Chazen is performing both building code review and inspections as an extension of the City’s Building Department.

South Beach Psychiatric Center

Staten Island, NY

Chazen performed code compliance reviews of the 40,000-square foot Central Services Building that was constructed through a design-build contract at the South Beach Psychiatric Facility. The scope of work included plan review of civil/site, structural, architectural, mechanical, electrical, plumbing, life safety and fire protection systems. Chazen worked directly with the Client and the design team on code evaluations and resolution of issues pertaining to codes and regulatory requirements. Chazen also performed construction phase services including inspection, resolution of code issues, review of change orders and oversight of commissioning.

The Club at Briarcliff Manor

Briarcliff Manor, NY

Chazen was retained by the Village to provide full plan review and code consulting services for design and construction of the first phase of the Club at Briarcliff Manor project. Chazen performed all plan reviews, attended design and permitting meetings, performed document control and implemented a procedure to track and review delegated design components throughout the project. Chazen will continue to be a resource to the Village throughout the construction phase.

Berkshire Co-Op Mixed-Use Development

Great Barrington, MA

Chazen was initially contracted to provide civil/site design and landscape architecture services for the development of a four-story structure that included 25,000 square feet of retail and commercial space with 22 residential units above. During the site plan application phase, there was a problem with accessibility based on a more restrictive state regulation. Chazen evaluated the local code and national standards and prepared a compliant code path for the Owner based on the design of the project. The path was submitted to the Authority Having Jurisdiction and was approved.

587 Main Street Mixed-Use Development

New Rochelle, NY

Chazen provided code review of a 28-story mixed-use development. The project is one of the first major structures constructed in implementation of the City’s master planning efforts through a public-private partnership. Chazen provided full code review services, and worked directly with the City and applicant to resolve code issues and support the issuance of a building permit. Chazen also implemented a program for the tracking and review of delegated design submittals and the special inspection program and will continue to provide code services through construction of the project.
